HARRISBURG – Gov. Ed Rendell on Thursday held a ceremonial bill signing for legislation introduced by state Rep. Eddie Day Pashinski, D-Wilkes-Barre, that is designed to allow law enforcement to better track the illegal trade in scrap metal and reduce scrap-metal theft in Pennsylvania.

Under the new law – Act 113 of 2008 – scrap processors and recycling facilities must maintain records on all transactions of more than $100 and keep those records for two years.

The records must include a photocopy of the seller’s driver’s license, the license plate number of the seller’s vehicle, a description of the material purchased, the weight of the material and amount paid for it.

Pashinski said scrap metal dealers who violate the law can be fined $2,500 for a first offense. A subsequent offense would be considered a third-degree misdemeanor.

SHAVERTOWN – The Luzerne Conservation District will hold a “Get the Dirt On Dirt” from 10 a.m. to 2 p.m. Jan. 29 at Nescopeck State Park building. The workshop is for local agricultural producers interested in manure application with no-till farming and soil health. Guests will include Joel Myers, retired agronomist and no-till alliance coordinator; Joe Andre, owner of Andre and Sons; and local agency representatives and producers. A question-and-answer period will be held. Those in attendance will receive a soil test kit valued at $9.
