Gov. backs DEP’s drilling citations

HARRISBURG — Gov. Tom Corbett said Tuesday inspectors for the state Department of Environmental Protection were not required to get approval from the department’s top brass before citing Marcellus Shale drilling operators for violations — contradicting a highly publicized internal e-mail.

Corbett said the agency is reviewing the violations for consistency, but his administration always told inspectors to go ahead and submit notices of violation.

The agency instituted a review process in March. A top department official told agency staffers in an e-mail to seek approval for actions involving Marcellus Shale drilling from two top agency deputies, with final clearance from DEP Secretary Michael Krancer.

Environmental advocacy groups suggested such a procedure would undermine public confidence in the independence of agency inspectors.
